ABOUT


William was born and raised in Lancaster County. He, and his wife of 28 years, Elaine, have called West Lampeter Township their home for the past 25 years. Together they raised a daughter and son who attended and graduated from the Lampeter-Strasburg School District. They are the proud grandparents of 2 grandsons.


William graduated from J.P. McCaskey High School in 1980. In 1984, he graduated from Millersville University of Pennsylvania with a B.A. degree in Political Science. William graduated no. 2 in his class, earning summa cum laude distinction. While at Millersville University, he earned numerous academic and athletic awards including the AAUP Award, Class of 1895 Award, Class of 1898 Award, Wickersham Memorial Scholarship, John Ross Weaver Memorial Award, Wentzel-Wright Memorial Award, Frank Ainsworth Award, Guy-Kurtz Bard Award, Faculty-Student Athletic Committee Award, and was a member of the Phi Kappa Phi Honor Society.


Following Millersville University, William enrolled at Temple University School of Law, and graduated with a J.D. degree in 1988, cum laude. While at Temple University School of Law, he won several awards including Best Paper in Criminal Law, Best Paper in Lawyering Process, the American Jurisprudence Award in Criminal Law and the Milton C. Sharp Memorial Award for Land Use Planning.


After graduating from law school, William returned to Lancaster County to begin his law career. To gain trial experience, he worked part-time in the Lancaster County Public Defender's and District Attorney's Offices in the early 1990s. William then began his career as a civil law litigator, handling and serving as trial counsel on 1,000s of cases. Because of his expertise and fairness, he regularly was asked to serve as an arbitrator or mediator to assist other parties in resolving their disputes.


In 2010, William was appointed by the Governor of Pennsylvania to serve as the Magisterial District Judge for Magisterial District 02-3-03 (serving West Lampeter, Pequea and Strasburg Townships and Strasburg Borough). In 2011, he won re-election for a 6 year term. Because of his legal expertise and critical analysis, he has been appointed to numerous committees to reform and enhance Magisterial District Court practice in Lancaster County.


In the community, William has been a proud member of Rotary Club of Lancaster South since 2008. He has served on the Board of Directors since 2011 and has been Chairman of the Student of the Month Committee since 2013. He has also been a member of the Fee Dispute Committee for the Lancaster County Bar Association since 2004, and in 2016 assumed the role of Chairman of that Committee.

Prior to being appointed to the position of Magisterial District Judge in 2010, William was involved in a number of community and law-related activities. Because of limitations placed on activities in which a Magisterial District Judge may be involved, he had to end his involvement with a number of organizations, including:



  • Board of Directors of Millersville University Alumni Association - 2007 to 2010.
  • Historic Preservation Committee for West Lampeter Township - 2007 to 2010 (Chairman 2008 to 2010)

  • West Lampeter Township Zoning Hearing Board – 2008 to 2010 (Vice- chairman, 2010)
  • Friends of the West Lampeter Township Police Department - (founding member, Chairman 2009 to 2010)
  • Millersville University Athletic Scholarship Council – 2009 to 2010
  • Joint Lancaster Mediation Center and Lancaster Bar Association Committee on Mediation in Lancaster County -2007 to 2010
  • Lancaster Bar Association Alternative Dispute Resolution Committee - 2008 to 2010 - (Chairman 2009 to 2010)
